Tajikistan is obliged to complete Rogun

Avesta.Tj | 07.12.2011 | Continued construction on Rogun is legal and does not infringe the rights of other Central - Asian states. This is stated in the Nukus Declaration, signed by Uzbekistan in 1995. Especially because Rogun is not built from scratch and being completed. Also, thanks to the Rogun and Nurek hydroelectric power station can provide the Central Asian region water resource, even in the dry years.

In addition, if Rogun not completed, then according to preliminary estimates, 30 years Nurek reservoir is completely silted up, and, as a result of ceasing to work, Nurek, and the chain of all the other hydroelectric system on the Vakhsh River. Therefore, the Republic of Tajikistan must complete Rogun.

Under current guidelines to the present day allocation established by the Scientific-Technical Council of Ministry of Water Resources of the former Soviet Union, Tajikistan has the right to water consumption: on the Syr Darya - 7% of its runoff (Minutes № 413 of 07.02.1984 years) and the Amu Darya - 15.17% of its runoff (Minutes № 566 of 12.03.1987 years).

In general, the Syr Darya flows 37.14 km3, and the Amu Darya 78.46 km3. Thus, the share of Tajikistan on the Syrdarya of 0.07 x37 14 km 3 = 2.6 km3, and the Amu Darya 0.1517 H78, 46 km3 = 11.9 km3. Total: 14.5 km 3.

Own needs Tajikistan takes less than 20% (18%) flow, which is formed in the country (64 km3), or 11.52 km 3 of water, which equals 10% of the medium - the annual flow of the Aral Sea Basin (115.6 km 3). This indicates the smallest region in a negative impact hydroecological. Thus, Tajikistan is a limit of 14.5 km3 nedobiraet-11 5km3 = 3 km3 of water.

Is not the Republic of Tajikistan the right to send them to the filling of the reservoir Rogun?

From runoff of the Vakhsh these 3 km3 of only 14.7%. Filling of the reservoir in the hydrologic Rogun for safer compared to other large waterworks in Central Asia.

If the reservoir is filled Rogun volume 13.3 km 3, then it would take 10.2 years, which represents only 6.5% of the annual flow of the Vakhsh River.

Thanks to the reservoir Rogun:

a) increased irrigation of new lands for 350 000 ha (mainly in Uzbekistan and Turkmenistan);

b) will be achieved profound long-term flow regulation (together with the Nurek, 10, 5, km3 Tuyamuyun - 5.3 km3, Zeid (in the Karakum Canal) Reservoir - 2.2 km3), which will allow a guaranteed water supply to the whole, more than 3 million hectares of existing irrigated areas of Uzbekistan and Turkmenistan in the very dry years;

c) will be achieved to improve the quality of water in 15% (salinity) in the alignment and Turkmenabad Tuyamuyun;

d) it would prevent an enormous amount of harmful emissions and greenhouse gases in the amount of 200-400 million tons;

e) will be achieved increase in total electricity generation cascade on the river. Vakhsh up to 14 billion kilowatt-hours so that will be generated not only old but also the most scarce in the region, basic energy, and will be covered and adjusted peak load electrical frequency.

Judgments of Uzbek specialists about the possible increase in salinity of p. Amu and their causes are contradictory. However, the most accurate data available in the MO Yakubov, RE Kurbanbayev, "The establishment of the necessary volume of water to maintain ecological balance in the delta. Amu "/ / Proceedings of the Central Asian International scientific-practical conference" Environmental sustainability and innovative approaches to water management in the Aral Sea Basin ", Almaty, 2003, pp. 339-341 / /, alleging that the" share "of each republic increase in salinity of p. Amu by resetting the collector flow is:

- On the irrigated lands of Tajikistan - to 0.10 g / l;

- On the irrigated lands of Turkmenistan - 0.18 g / l;

- On the irrigated lands in Uzbekistan, including:

 to the alignment of Tuyamuyun - 0.40 g / l;

 to the alignment of Tahiatash - 0.48 g / liter.

As can be seen, "share" of Tajikistan to improve mineralization p. Amu 2 and almost 5 times less, compared with Turkmenistan and Uzbekistan, respectively.

Thus, the Rogun with its reservoir will ensure sustainable development, such as Tajikistan and the countries located in the lower reaches of the Amu Darya. Construction of hydropower with reservoirs in Tajikistan - a boon for all Central Asian countries, as they will, except electricity, provide water and electricity not only to Tajikistan but also all the countries of Central Asia.
